Can't add triage info on a Crash cell, just a Failure cell.

For example, the WebKit crash cell on:
https://wpt.fyi/results/html-aam/fragile/area-role.html?label=master&label=experimental&aligned&q=path%3A%2Faccessibility%20or%20path%3A%2Faccname%20or%20path%3A%2Fhtml-aam%20or%20path%3A%2Fwai-aria%20or%20path%3A%2Fhtml%2Fdom%2Faria-element-reflection.html

Should be associated with this TestDriver bug:
web-platform-tests/wpt#39617

I can select any of the other Failure cells to annotate, but not the Crash.
