In #287 I took the action item to file a new issue about having a chair for the interop team, as part of #275.
I would like to propose that we appoint a chair, similar to a web standards working group chair, with the following responsibilities:
It probably makes sense to appoint a chair a year at a time, matching the planning cycle.
