No longer possible to add manage_network_users to a user?

Adding manage_network_users to a role doesn't work anymore. Seems to be caused by justintadlock/members@3ff98e6#diff-9773fe49823d405232dd355f94b9da6f.

Should we do something similar to https://github.com/wearerequired/members-unfiltered-html/blob/master/members-unfiltered-html.php for manage_network_users?

For what do you we need manage_network_users? Did you face the problem for a specific project?

Ok, yes. The way I got around it is by using WP-CLI. wp cap add site_manager manage_network_users
