How do we differentiate between towns and areas when talking about stops? #23

Currently Stops refer to areas where a passenger can choose to be picked up from. Looking at some routes (e.g. Dart99), some stopping points are towns / villages, whereas some are specific places (i.e. All Saints Bus Stop, Boreham - Sainsbury's Store). How do we differentiate between flexible pickup areas and fixed stops?
