Improve multi tag selection UI

Bug description

When multiple tags are selected, it is not possible to deselect all tags. At least one tag must be retained.

a. Require a tag to be selected on post creation
b. Allow selection of multiple tags

You can choose not to select tags when creating a post, but once selected, it is not possible to deselect them. This seems to conflict with option a.

You can hold down the Control key and click on the selected option to deselect it. Admittedly this UI is very clunky and improvements are planned for the future!
