A question about concat operation in the embedding part

In the embedding part of seasonal prediction block, the seasonal component should be filled with 0 to adapt to the prediction length O, and then the convolution operation should be performed in the subsequent MIC layer. That doesn't mean that the second half of the sequence is convolving with 0, how do you explain that part？
