I am running Ubuntu 14.04 server with 4GB of RAM (so I know the RAM requirements are not the issue). I recently installed PEPS from the terminal and after accessing it from https://mydomain.com- I was able to load the administration page and enter my account information.
I had to leave my session, and when returning to load my PEPS page, I am getting a ERR_CONNECTION_REFUSED- I do not understand why it worked perfectly and then not at all. Do I need to reload something from the server?

I figured out what the issue was. I have multiple servers with Digital Ocean and the server which I installed PEPS on only had 2GB of ram. So while I was able to load the site the first time, I experienced significant performance issues and when I went to reload the page, it would not...
So it was the shortage of RAM which lead to it not working. Thank you!
