As #2053 is done we shall remove any reference to JSON-RPC api.

Details

• Remove JSON-RPC API references docs.waku.org#183
• Remove refrence from connect.md
• Retire RFC: https://rfc.vac.dev/spec/16/
• Wherever it needs we must point to REST API reference: https://waku-org.github.io/waku-rest-api/

@jm-clius per the third item listed above, Retire RFC: https://rfc.vac.dev/spec/16/, what is the standard operating procedure to handle this?

For now, the status can be set to deprecated and the RFC can be moved to the deprecated folder. We are implementing a new specs repo, so I would hold off by another week before actioning this.
