Consider defining additional vocabulary supporting Discovery

To discuss: we could also define extension context files to be used in the context of Discovery and TD Directories to handle these, so we should discuss the pros and cons of including these terms in the core vocabulary.

@mmccool has there been any input from the Discovery TF on what these should be? Otherwise, the linked issues seem to be closed so I would propose closing this issue.

It's been a while since I thought about this but before we close let me do one check with the Discovery TF. I've put this issue explictly on our next agenda.
