Eleventy build: Support generating WCAG 2.1 docs from main branch #4007 back porting from TR, could use close review by. Item list changed to check boxes and folks on call assigned groups of items:
- mike - use of color, contrast (minimum), resize text
- patrick - reflow, non-text contrast, text spacing
- alastair - keyboard (no exception), character key shortcuts, timing adjustable
- scott - three flashes or below threshold, page titled, focus visible
- dan - pointer gestures, label in name, target size
- steve - reading level, error identification, labels or instructions
- bruce - parsing, name role value, understanding techniques

Update F2.html #4128 resolving Issue 4109 and addressing questions in thread, that modern CSS can convey some semantics. Discussed and agree with removing example, but needs a little more work, as we only have heading examples. Left in Drafted.

Additional changes since last week. Some suggestions made on call. Discussion about rather to keep left-to-right reading order of text or if "horizontal scroll" can just be "scroll". Dan is okay with horizontally, but if folks push back, perhaps "...to scroll to read any individual line of text" or "...to scroll to read any single line of text"? Alastair would rather keep it explicitly biased, so if anything add something like "...to read a line of horizontal text". Discussion about "in brief" and "content" versus "text" and "section of text" or maybe "section of content".
