The definition of meter role has a note that promises to consider supporting the HTML low, optimum, high attributes for 1.3:

NOTE
At the present time, there are no WAI-ARIA properties corresponding to the low, optimum, and high attributes supported on the <meter> element in [HTML]. The addition of these properties will be considered for ARIA version 1.3.

Some old discussion in #451 may be helpful.

@joanmarie will you get to this in 1.3 or should this move to the 1.4 milestone?
