What is the motivation for adding / enhancing this feature?

We should limit the *.csv files processed to only the locales that are defined within the config.storeViews.i18n + config.i18n - we don't need to compile all CSV files and this potentially will speed up the build process + if there is no bundleAllStoreviewLanguages set to true- will also optimize the bundle size (potentially)
