What is the motivation for adding / enhancing this feature?

DBIC (DoingBusinessInCountry) feature is helpful when we want to specify the countries that we only need to include in our storefront or the only countries where our business runs.
Currently, we have defined a list of countries inside the core folder which consist of all the countries whether the business runs in that country or not.
