Changelog for 2.6.12

What problem does this feature solve?

Vue 2.6.12 and the sibling packages have been upgraded but I can't seem to find the changelog for it on the github releases nor the tag itself.

It also doesn't show as "latest" on the github project page (see right hand side).

The commit list since 2.6.11 includes:

• fix(security): upgrade serialize-javascript (chore: upgrade serialize-javascript #11434)
• build(deps): bump elliptic from 6.4.1 to 6.5.3 (build(deps): bump elliptic from 6.4.1 to 6.5.3 #11554)

Is that correct and complete? Any other relevant changes to sibling packages (vue-template-compiler or vue)?

It is complete, yes. It was a security-related release
