Does this really need version 1.1.0 of concat? We are using Puppet Enterprise and currently the latest supported version of concat is 1.0.4. We aren't able to use Puppet Librarian to now resolve dependencies on the latest version of this module. I am wondering if this can be downgraded safely to version 1.0.4

The nginx module uses the ensure parameter provided by the concat resource. The ensure parameter was introduced in 1.1.0-rc1 of puppetlabs-concat. So currently 1.1.0 is required, unless that functionality is removed from this module.
It might be better to see if Puppet Labs can support the more recent version of the concat module.
That is fair enough, if the dependency is true then definitely keep it, just wanted to make sure it was bumped for a reason. And yes Puppet Labs should be supporting their latest concat module.
