Icinga 2 v2.8 implements a new flapping detection algorithm which splits the threshold configuration into low and high settings. flapping_threshold is deprecated and does not have any effect when flapping is enabled. This attribute was removed in v2.9.

It's a bug because the new flapping mechanism was implemented in 2.8.0 and this is the last version supported by this module.
