The GitLab Runner is really it's own package, and has nothing to do with Omnibus or the installation and configuration of the pieces of the GitLab stack.

Therefore, the CI Runner functionality has been ported from this module into it's own module (https://github.com/voxpupuli/puppet-gitlab_ci_runner), and all runner-related code can be removed from this module.
