Provide a command to enable Supervisor for a VDS based setup

Is your feature request related to a problem? Please describe.
Several users enable supervisors in a VDS-based environment. This is specifically true for labs and testing purposes. They need automation to speed up the deployments.

Describe the solution you'd like
govc namespace.cluster.enable should be able to allow a Supervisor for a VDS-based setup - specifically for 8.0 and AVI as the LB option.

Describe alternatives you've considered
A current alternative has been to use curl as a stopgap measure for automation.
