The project notes need an overview panel similar to the Outline panel for novel items.

A proposed layout is a set of tabs, one for each root folder, with all tags listed in the first column, and each note file referenced next to it. The title nearest the tag should also be displayed so that it is possible to see and separate notes/tags in the same file.

These could be displayed in the Outline tab itself, either in a split window, or as tabs. Probably the latter since some users prefer to have a small application window.

I'm thinking of adding this to the reference panel under the viewer when I redesign it in #925.
