server.open to allow command line arguments

Description

The browser I would like to open is chrome and pass "--incognito" to it.
This causes the page to open in an incognito tab

The open software you use (https://github.com/sindresorhus/open#app) appears to accept command line parameters.
Add server.openOptions that are passed to the above
