For editing items there is an optional snap feature which allows to snap items to a custom time grid.
This functionality is useful for custom time bars as well, imho.

I'm unsure about the need to reference the options value in this.itemSet.options. Is this okay?

Yes. Unfortunately that's the only way for now to access the options via Core.js...
