Searching the net I found that the best way to choose the Pokemon to be strengthened is substantially based on this order

• Pokemon itself,
• then move-set,
• then IV,
• then CP

Also here I've found a usefull spreadsheet that compares all the pokemon and all of each moveset.

I don't know if it can be implemented in some way, but I think it could be useful to be able to order all pokemon by either "best pokemon" and "best moveset"
