The following picture is the performance of the latest Sierra dark theme on the add-ons section of gnome-software (3.28.1) .
It seems the background colour of the header bar needs to improve. If you firstly kill the running gnome-software and rerun it as GTK_DEBUG=interactive /usr/bin/gnome-software from a terminal, you can find out the name of the header bar (In 3.28.1, it is header_filter_box) and the corresponding CSS classes (In 3.28.1, it is .horizontal.category_page_header_filter_box) in the debug window.
