Not a bad idea, although it entirely depends on the workflow required. For some people, this would be detrimental to the review process:
The editor doesn't know who they should submit it to.
The editor shouldn't be able to pick who reviews things (for many internal reasons. Large review teams, favouritism, staff unavailable, wrong department, etc).
This can be complicated with multiple reviewer groups.
Thank you so much @engram-design for your quick reply. Yes I got your point, but particularly for this specific requirement would be great to have at least the option to select the target Reviewer or Publisher.
For the same reason that you mentioned about having multiple users in a User Group, is maybe good to have the option of assign for a reviewer or a publisher, instead to send a notification to all the members of a User Group. I also agree with maybe not provide this feature for the editor role, but at least for the "reviewer" role.
Off course if no one user is selected from a dropdown, the notification will be send as it is now.

What are you trying to do?
Multiple users belongs to the same User Group, would be nice to select one of those users to review or publish in the nexts steps.
What's your proposed solution?
Besides submit and approve button, Would be great to have the option to assign or select from a dropdown the user to review or publish the entry.
If this implementation is also implemented for notifications the feature would be complete.
