On multisite, as an admin I see both templates in Domain ID 1. I expect to see the only Domain ID 1 template.
As user on a sub site e.g. domain 23, with full CiviMail privileges, they see all templates. They should only see their template(s).
It is assigning the correct domain ID in the civicrm_mosaico_template table:
civicrm_mosaico_template
#529 was tested before the mosaico message templates were listed with search kit.
Tested with version 2.9.1657273210 using autobuild here: https://docs.civicrm.org/mosaico/en/latest/develop/#publication - the "-latest.zip" Release date: 2022-07-08
