add Debian Stretch install steps to readme #2809

Not sure if this is the right place to put it, but I think it'd be useful to spell out the installation steps for Debian to make it easier to install. Even though Debian users are typically aware of these installation steps, it makes it easier if there are easy copy/paste commands to get the app installed.

This is based on what I had to do to get the desktop app running, as per the advice in element-hq#2792. I am not familiar with `npm`, so please change this pull request if there is a more appropriate way of achieving the same result.

In my opinion it would also help to put that on the website (if possible) (here for example: https://riot.im/desktop.html).

@NathanBeelen I agree, but I don't know if I have the ability to submit a pull request for the website anywhere (I haven't found the source code yet).
