Due to the latest updates in https://github.com/matrix-org/matrix-spec-proposals/blob/gsouquet/threading-via-relations/proposals/3440-threading-via-relations.md, we need a is_falling_back property in m.relates_to of a reply event.

For regular in-thread events it'll be true, otherwise it'll be false or can be omitted.
