add config option for create_table_from_files to convert non-nullable columns to nullable

vastdb does not support non-nullable columns, and we would like the user to be able to create a table from files that have columns defined as non-nullable.
With this fix, the user can opt to convert the non-nullable columns to nullable, when creating the vastdb table.
