Moving a Gallery Item breaks modal and hyperlink functionality

Describe the bug
Moving a Gallery Item breaks modal and hyperlink functionality for that item. I have a image gallery setup. When I add a new image to the gallery it gets added to the end of the list of images. I add a link to the Gallery Item to redirect to a page on the site. When I move that Gallery Item to another location within the Gallery, the functionality no longer works.

To Reproduce
Steps to reproduce the behavior:

1. Add an Image Gallery to the page
2. Select an image for one of the Gallery Items
3. Link that Gallery Item to another page on the site or an external url
4. Publish the page and verify that the link works as expected.
5. Go back to edit mode and click the Gallery Item and move it to a new location in the item list
6. Publish the page and you'll notice that the link doesn't work anymore

Expected behavior
When moving a Gallery Item within the Image Gallery, any links should remain in tact and the modal functionality should still work after moving the item

Current behavior
When moving the Gallery Item, the modal functionality and/or hyperlinks no longer work

Screenshots
Looking at the Navigator it looks like the drag handle needs to be on the Image Frame object and not the Gallery Item.

I'm guessing the link/modal functionality is part of the Image Frame or Picture component
