Refocus with request policy exchange

As I understand from looking at the code, the refocus exchange will attempt to retry active queries with the cache-and-network policy, but the problem arises with users that will tab back and forth, which can generate a lot of repeated requests.

What I want is for the refocus exchange to honor the TTL set by the request policy exchange. Am I misunderstanding something or does the request policy exchange actually attempt to retry active queries too?
