Add a without hash/fragment utility

Hi :)

This is somewhat related to #190 but I'd like a utility function to remove the hash/fragment from a URL (usually to get info from fragment and redirect afterwards).

I could eventually think of proposing a PR for that if the feature can be considered :)

The withFragment function that I made a PR already supports this if you pass it an empty string (or undefined or null).

withoutFragment will be added to next release as well.
