ZERG: Fuzz, stress test, and measure IBC networks

Zerg is a new sub-project for fuzzing, stress testing and measuring the performance of an IBC connection. Initial features will be:

1. Getting funds from the faucet.
2. Sending transfer transactions from a single account.
3. Tracing the result to see how much it took and upload the results to Hasura.

Note: This will work with a single account because we can easily spin up a bunch with different accounts easily.
