Feature request: Area configurations on Blocklist sections

Which Umbraco version are you using? (Please write the exact version, example: 10.1.0)

Bug summary

When configuring section areas, you can only select the allowed blocks.
This give a big workload when creating blocks, and you have to add these new blocks everytime you create a new one, on each area.

Specifics

It would nice if it could be something like this, where you can include all blocks, and exclude specific blocks.
