sync: duplicate layers #2514

While testing at three users today, we noticed some duplication of whole layers.

May be related to the peer returning the operations history. Eg.:

peerA join, edit the map, create a layer
peerB join, ask operations to peerA, see the new layer
peerC join, as operations to XXX => will the operations be the same if peerA answers and if peerB answers ?
