What are the minimum/nice-to-have tech specs for RAP (hardware/software)?

Some to start.

Minimum

At least one open-source programming language
An IDE
GitHub account
Continuous Integration account

Nice to have

C compiler
Server to host and collaborate in creating interactive documents, e.g. RStudio Connect

Also git itself. Some departments have had trouble getting hold of it due to IT restrictions.
