Update & Restyle WM Docs

Description

A lot of the WM documentation is outdated (e.g., has links to NCEPLIBS instead of HPC-Stack) and needs to be updated. There are a myriad of small details that need work (detailed in the Solution section below).

Solution

• Update links (NCEPLIBS --> HPC-Stack, CCPP v5.0.0 --> CCPP v6.0.0)
• Update version numbers mentioned in the docs (e.g., CCPP v5.0.0 --> CCPP v6.0.0)
• Change readthedocs theme to rtd_sphinx_theme. This theme provides for easier sidebar navigation and will match the Application-level documentation.
• Update glossary and crosslink terms.
