Create a webpage documenting software versions

We should provide a page for each release documenting the versions of at least the major software packages. Theoretically this information can be generated from dpkg, conda, R, etc.

I was also thinking of doing this. I'd like to have an eye towards facilitating users installing the BCE versions of things on a non-BCE system for partial compatibility.
