the cosign command isn't in the image #307

Per the readme, the cosign command needs to be in there to verify the places to pull the image, yet its not in the base image.

I've thought this over and posted some of my thoughts in discord.

I am not keen on adding cosign to the ucore images, but @castrojo seemed agreeable to adding it to the ublue *-main images.

So I'll PR that and also work on improving the cosign docs in README files.
