/usr/local still in readonly image instead of being a symlink to /var/usrlocal #21

In FCOS /usr/local is a symlink to /var/usrlocal and this allows local customizations outside of installing rpms.

In CCOS /usr/local is still inside the readonly image, so basically unusable (cannot create scripts under /usr/local/bin and so on).

This could be an "upstream" issue if it affects SCOS too (I don't know).
