Describe the bug

I have a 165 Hz VRR-enabled monitor, with Adaptive Sync set to "Automatic". When playing games that run at below half of whatever refresh rate I currently have set, games run with severe stuttering. The FPS monitor built into my monitor shows that when this is happening, the refresh rate of my monitor is constantly going high and low; If I'm playing a game with a 60 FPS cap, for instance, the refresh rate of my monitor will be constantly switching between 60, 120, and 165 Hz.

What did you expect to happen?

I would expect that for games that have a 60 FPS cap, for example, the refresh rate on my monitor would stay at either 60 Hz, or 120 Hz.

Extra information or context

I'm really not sure where I should be reporting this problem to... I can't tell if it's a KWin problem, or something with Nvidia's drivers that I just have to wait on.

This bug has been occuring for at least since whatever versions were in stable in early November.
