Remove overpass.openstreetmap.ru/cgi from server list

remove the http://overpass.openstreetmap.ru/cgi/ entry as this server is non responsive.

works great under the //overpass-api.de/api/ server:

@Zverik: is http://overpass.openstreetmap.ru/cgi/ now permanently offline, or will it be available again at some point?
