- Run the tests on Ubuntu 24.04 rather than 20.04.
- Drop Python 3.5 support as the build is failing to talk with PyPI.
- Drop Python 3.6 and 3.7 as they are end of life and unavailable for Ubuntu 24.04.
- Bump various GitHub actions due to deprecation warnings and the artifacts changes coming in November.
The Python 3.5 build is failing because it can't talk to PyPI (certificate validation failure). I guess it's time to drop it, as it has been EoL for 3 years.

I think we also need to remove 3.6 and 3.7 for lack of python-version on Ubuntu 24.04
