They look disconnected, detached.

Scenario: Settings -> Web content -> Page zoom: 150%

Update:

Same issue with Firefox but only with Tooltips on Top and on Bottom.

Firefox issue: Actually, depends on the zoom level. At some zoom levels, all Tooltips look detached/disconnected as shown on the screenshot above
