Can happen either when updating, the app will be removed and not reinstalled, and also when doing enterprise installation for the first time with \S \allUsers flags, it's most likely the same issue

We can debug this by hooking into the installation hooks provided by electron-builder: https://www.electron.build/configuration/nsis
