Describe the bug
bad aggregator / plugin config should not result ins errors for service stop, service status commands

Steampipe version (steampipe -v)
19.rc3 ( but probably all)

To reproduce
Create an aggregator with no connections, then:

MacBook-Pro:steampipe jsmyth$ steampipe service stop
Error: config validation failed with 1 error: 
  - aggregator connection 'aws_all2' has no children
MacBook-Pro:steampipe jsmyth$ steampipe service status
Error: config validation failed with 1 error: 
  - aggregator connection 'aws_all2' has no children
