This PR adds unittests for the generation of files before the merge and creation of .map files for:

Considerations and implementations
Fixed .osm.pbf files are in the repo. Files are copied to the location where they usually are downloaded into.
Then via CLI, the processing is started.
A comparison of all files in tests/resources/.../... against the generated ones is performed then.
