Don't hide notifications if they're hovered

I wanted to check the hint message hidden behind the [?] icon, but had no luck to finish reading because Informer disappeared:

Proposition: don't hide the notification if it (or its part) is hovered.

This is a great idea. We've moved this to our backlog, closing this issue here now but we'll re-open when we get to it. If somebody in the community would like to take a stab at this, we'd be very grateful!
