utf8mb4で統一する
一部事情によりutf8mb3が使われている

前に本番環境で使われていたmariadbのデフォルトがutf8(utf8mb3) で新しいmariadb移行時にも特にcharsetを変えていないため，utf8mb3が使用されている．
utf8mb3は🍣🍺問題があるため，絵文字に完全対応できないため，utf8mb4に移行したい
