As a developer, I need to have project pipeline configured when I push changes to repository that has been configured with totem-v3.

Acceptance Criteria

Any change pushed to repository automatically configures a new pipeline for the branch if one does not already exist.
If pipeline already exists, it should get updated to match the desired state.
The configured pipeline should be able to pull changes from github.
Architecture document should be updated to incorporate the flow from this story.

Note:

Conditionally creating a pipeline for branches is out of scope for the current story.
Building Dockerfile and pushing artifacts to Amazon ECR is out of scope for the current story.
