Use of config service for URL discovery #1

We need configurator service to utilize service document for URL discovery.

E.g.: https://{{config-service-url}}/providers/s3/groups/{{env}}/configs/totem-services

where:

config-service-url : URL for config service
env: Totem environment (development, production or local)

@jking90 Please review and let me know if you need more information. I have added config in our development cluster.
